| Proposal
Scrutiny
It
looks the part, and is the cheapest proposal
from any of your suppliers; but if you select
it will you end up in the firing line later
on?

Suppliers
take great care to create the impression of
competence and customer focus in their proposals.
Strengths are emphasized, whilst weaknesses
are hidden using disguise or omission. Yet it
is the weaknesses or omissions that are likely
to cause suppliers to fail to achieve their
promises.
To
counter the threat of broken promises, customers
seek various ways to transfer risk to suppliers.
However, it is never possible to transfer all
risk. For example, use of a fixed price contract
may successfully transfer cost risk to a supplier,
but the risks associated with procuring the
specified product on schedule remain with the
customer. Ultimately, even the use of fixed
price contracts may fail to fully pass cost
risk to suppliers as a number of major organizations
have discovered. As a consequence customers
need to be able to scrutinize proposals in a
way that unlocks the code of hidden risk and
issues. This is often the most cost-effective
approach to mitigating the supplier risks to
which they are exposed. |
