Safety Cases Recent major disasters and the subsequent Public Inquiries have focused the public’s attention on safety. Increases in expectation combined with a greater willingness to go to litigation, has forced many industries to review their approach to safety. It is widely considered that current best practice is provided by a Safety Case regime, as required in industries regulated by statute, such as Chemical, Nuclear and the Railways. A number of other industries are turning to a form of “self regulation” by voluntarily introducing a more formal approach to safety through a Safety Management System (SMS) that includes the requirement for explicit safety arguments presented in a Safety Case. The Safety Case uses a risk assessment process as described by IEC 61508 or adapted from Defence Standard 00-56/2 or other standards. The risk assessment provides a tool set, which establishes hazard and accident identities and provides a view on the tolerability of the safety risk that is presented to people, environment and assets.
